Problems With My Emails

I'm able to send and receive emails form my ipad, but not send from my laptop.
On the laptop I use Windows Live and when I try to send an email it puts it in the Outbox and gives an error message. Window Live Error ID 0x8CCC0003
Tells me to delete and try again.
Nothing wrong with the service provider or my wifi as I can send from thr laptop. Any ideas?
