Windows 10: Settings Will Not Open

If I click on Start icon/Settings - the window will not open. It flashes very quickly and then disappears. Most annoying.
I have also tried via File Explorer and clicking on the Settings 'cog' icon and the same 'flash' happens.

Yw, Id read about the problem previously so knew there was an issue
