I need a portable charger for Note 3,for when I am gallivanting, but have discovered, as have many others aswell, that a normal power box thingy won't work. I've googled and need either a charging cover or a circular pad, but every picture I've seen shows them with a cable even though they say it wireless. So does anyone know if I can just take a fully charger pad or cover with me and plonk phone on it wherever I be and it'll charge without having to plug it in. Does anyone understand what I am on about? Thank you.

Don't really understand your post. You can charge the Note 3 either by connecting a cable to a normal charger (the cable that came with it), or on wireless charger. Obviously, although the second option means you don't have to plug the phone into the charger, you still need to plug the charger into the wall.
Here's a wireless charger:

That's what I am querying. So I can carry that (fully charged) charger with me, and use it if I run out of battery without plugging into the mains? I have bought 2 power banks and they won't charge Note 3, but this one will??
Nope - that's a wireless charger. You plug it in the mains, than lay the phone on top of it. I understand now, that you are looking for a battery-powered charger.
This one should work:
