How Can A Robot Call Leave A Recorded Message?

At least three times now, my 1571 recorded message contains a few seconds of the familiar PPI reclaim robot caller - e.g. the bit about "or press 9 to remove your number from our database". It's the company that never says who they are, at the beginning of the call.
Is this because 1571 automatically cuts in at 8 rings?
(I don't know how to configure BT Answer and my handset is old, generic brand, no internal voice mail or configuration controls).
The worrying thing is that a call today activated the speakerphone when it rang off. I was too exhausted to climb out of bed and stop the dialling tone. It then started with the "Please hang up and try again" voice (I can't imagine what effect that had on the depressed/deranged) and then went into siren mode but I fell asleep regardless.
When I got up, the speakerphone light was on but there was silence on the other end. This has happened about a dozen times over a year or more.
Sometimes the timing between me saying something 'controversial' online and these incidents is uncanny. e.g. I connect palm oil with a popular dark spread and then my broadband slows to 0.2Mbs. But that's another story.

You don't answer your phone, so '1571' does it for you. At that moment, the 'robot' recognises that the call has been answered and so starts the recorded PPI message. However '1571' isn't 'listening' at that point because 'he' is saying: "Sorry, the person that you've called is unable to answer the phone. Please leave a message after the tone (etc)". So, by the...
