Switch your laptop off. Turn your laptop on and press the F8 button during the initial start-up process. Use the up/down arrows to select 'Safe Mode with Networking' and press the 'Enter' key'. Your screen will probably look rather odd but don't worry, it's normal! Launch your web browser. Come to this thread. Click this link:...

Scroll down to 'Method 3'
Click 'Download' (in the blue box)
Click 'Run'. (If you only see a 'Save' option, accept it instead. Save the file to a suitable location - your desktop will do - and then double-click on it to run it).
Restart your laptop.
Cross your fingers!

Are you sure that you selected 'Safe Mode with networking', rather than just 'Safe Mode'?
An alternative way around it though is to use your 'good' computer to click on the link above but, instead of selecting 'Run', choose 'Save'. Save the file to a USB pen drive.
Start your laptop in Safe Mode, insert the pen drive and double-click on the saved file. Once the program has run, restart your laptop.
