What is meant by 'short circuited'?

It really depends on the context.  However, the technical definition is a low-resistance connection established by accident or intention between two points in an electric circuit. The current tends to flow through the area of low resistance, bypassing the rest of the circuit.  It is also used in the vernacular as describing the  hampering of  the progress of, or impeding the process of something.  An example of the latter would be someone who desires a different outcome and short-circuits the plans of others that would have produced an outcome not to his liking...
