all the screen has blue stripy lines.

More seriously, it's either a physical problem (with the cable that connects the main part of your laptop to the monitor in its lid) or a software one (with the video driver).

Start by removing all power from the laptop (by unplugging the mains adapter and taking the battery out), waiting for a minute or so, then returning the power and turning it on again. That might be all that's needed.

If that doesn't work, restart the computer but press F8 repeatedly during its boot-up process to get into Safe Mode. If the problem clears you'll know that it was a fault with the video driver. (You'll need to reinstall it. Tell us the make and model of your laptop if you require instructions).

If the problems still there it's likely to be related to the cable running between the two parts of the laptop (or the connectors at either end of it). Unless you're confident about taking your laptop apart, you'll need the services of a competent technician to fixit.

What does your phone do differently ?
I reboot mine by powering it down then back up again.
Different operating systems have different ways of doing things and I'd not expect a small, low resource, device such as a mobile, to have the bells & whistles of a larger device.

It does, if you turn it off. To turn off an Android phone, hold the power button for a few seconds, when a dialog will appear offering the choice of Power off, Restart, or a couple of other options.
