Is it possible to set up and operate a set top box (matsui) without a remote control? I have lost my remote and universal remotes havent worked! thanks.

Without a specific model number for the digibox, that is not an easy question to answer. However I suspect that, as with most visual apparatus, operation without a remote control is very, very, very limited and so the answer is probably "no".
