Colour background

How do I have a colour background (surrounding my answers) I've noticed people doing it on this site.

I've just come in here to ask the same thing Seal!!!!!!!!! Even with the info we've got it is still not working:

go to view, then source, then type USERID, get the number, type colon, message, userid unumber; colon then colour, or one way round or the other, but every which way it does not worK
