If you mean video tape recordings, that you have recorder with a video camera.

It can be done, I have done it, but can't remember exactly how I did it.

But I do know that I connected the camera to a VHS recorder, played and recorded it onto a VHS tape, I then played the tape in the VHS tape recorder/player and then recorders that onto the hard drive of my DVD recorder/player and then transferred that off the hard drive to a DVD disc.

With the right connection cables to the TV, you may be able to eliminate the VHS recorder.
I can't think of any way of converting cine film to digital other than projecting them and videoing the screen. I did this many years ago and got acceptable results (it makes you realise just how bad cine was compared with current video cameras).
Have you shopped around? This place says upwards of £6 per film https://www.cine2dvdtransfers.co.uk/
