WindowsAndroid is an Android emulator for Windows that allows you to run a virtual machine with the Android operating system, from which you can perform any activity that you normally would on a smartphone running this operating system.
Using the program is very simple, which is rare for these types of applications. You just need to install the executable and, without needing to configure it, you can start using Windows Android. The mouse does what your fingers normally would, so that, for example, to unlock the device you just need to click and drag the lock to the right side of the screen.//

^^^ The problem is, Togo, that Pumpjack's machine isn't running Windows; it's running Chrome OS. So I suspect that Pumpjack might well have to spend all day in the library (or as long as the librarians will let him use their computers; many libraries impose a time limit).
It might be worth trying an alternative browser. Given that those which will work on Chrome OS are actually designed for use with Android, there's just a possibility that the server providing the study course might be tricked into seeing his machine as an Android device.
The only alternative solution I an think of is to buy a cheap secondhand Windows laptop, use it for the duration of the course and then try to get some money back by flogging it on eBay. (This is the cheapest model currently available from my favourite supplier: https:/ /www.ac compute rwareho use.com /produc t-page/ fujitsu -esprim o-v6555 -cheap- windows -7-lapt op-cele ron-900 -2-2gz- 3-gb-ra m-160-g b but there will almost certainly be far cheaper ones available on eBay).

^^^ We worked that out, Pumpjack.
As that combination obviously doesn't meet the requirements of the course's server, I've suggested trying a different browser, such as Opera Mini, in the hope that doing so will trick the server into thinking you're using Android together with a compatible browser:

However I must admit that it's a bit of a long shot. Unless you can view and use the course materials with an Android phone, I suspect that you're going to have to find a way to use a Windows machine (whether that be at the library, at an internet café, at a friend's house or through buying - and then later reselling - a cheap Windows laptop to use at home).
