Once you password is entered you then need to launch a browser. Edge, Chrome, etc. When the browser fires up it should then open any tabs that you have pinned in the tool bar or open pages that you have asked to open (in settings) at start up.
Your home page is associated with your chosen browser (which could be Edge, Internet Explorer, Firefox, Chrome, Avant, Vivaldi or one of many other options) and not with Windows itself. There's absolutely no reason why your browser should open when you boot up your computer. (If your computer was being used in an office it might not even be connected to the internet, so there would be no point whatsoever in its browser opening automatically. An office user might want Word or Excel to auto-run instead).
If you want a particular program to start automatically when Windows loads, do the following:
1. If you've not already got a desktop shortcut to the program, create one. (Go to Start > All apps > Find the relevant program > Right-click on it > Select 'Send To>Desktop (Create Shortcut)'.
2. Go to your program's desktop shortcut. Right-click on it and select 'copy'
3. Press the Windows key and R together.
4. Type 'shell:startup' into the box and click OK.
5. In the window that appears, right-click and select 'Paste'
Your chosen program will now open automatically whenever you boot up Windows. (You can delete the shortcut on your desktop if you no longer want it).
