an inch of so. I can see the icons beneath. I can't now log off properly. I have tried pulling the arrows but nothing is working. Can you help ?

Shutdown your pc including monitor and power up again. Is it still the same? If so what version of Windows are you using?
You can power down by using the On/Off button on your pc
