Stutter In Streaming Services

I would take out my satellite dish and stream tv through broadband all the time except for the interruptions I get when the loading to buffer sticks at around 25 percent and I am left watching the whirl of death, which usually involves going back several stages in the on-demand process and starting again.
The set-up is: good signal (70-meg download) to broadband master socket in study, fed by new Devolo networking plugs over ring circuits to tv corner downstairs, fed by cable to 5-yr-old Humax digibox, fed by aerial to tv. Problem occurs with Netflix and BBC and ITV catch-up. I have Googled it and found it a common problem with no agreed answer. I have been trying my providers (Netflix, ISP, digibox maker, etc) for an answer for years but they all appear to be amazed I've got a problem. They want me to monitor the signal at the tv end, which is not easy to do for various reasons and anyway I don't think it's the problem. I've already upgraded my broadband and my home network.
