Credit Card Not Verified By Paypal?

I tried linking my debit card to my paypal account I newly created today.When I tried to verify it,a mesage says we don't know if you are the owner of the card or not.Not verified.you won't be able to make purchases.Why is this message coming?I put my CVV,card number and all details correctly in the fields.So why is this happening?How do I resolve this?

Only a guess but…
Paypal takes a small amount from your account to verify the card. You bank's antifraud system may have flagged it as suspicious. Suggest you contact your bank.
Paypal normally take £1 out of your linked debit card with a pin number as reference. If you do online banking go look in your transactions. Once you have the code go to your PP account and there will normally be a flag 'verify your account'. It takes you to a page where you log in your pin number given on your bank transaction, and then your account will show 'verified non US'
