Some telephones have a volume control which is a great help to people who have some degree of deafness. Check if your phone has this as it may have been turned down to low.

Yes - you can ask them to increase the "gain" which will help although this will also increase the noise. If you have hearing dificulties you can ask them to do other things - you'll find them to be very helpful.
