"Scrolling"

When I use the scroll bar to move up and down a page, instead of a nice smooth action the page moves how I can only describe as "in waves", it all works OK but it was better as it was. Is there a simple remedy?

the same thing happend to me it is very frustrating i tried everything and got no where untill i had to reinstall windows for other reasons but u might not want to go that far. try your moniter settings
