403 is usually a signal that you do not have authorised access to view whatever you are trying to, or that there is an error in the url that you are using. 401 is usually unauthorized 403 is sometimes forbidden. More info needed from you. Can you access other sites from the router?
Another check is does the site open, or function operate, for others(friends, family, etc.) If it does then it "could" be possible that the ip address that is provided by TalkTalk has been blocked for some reason. Possible but unlikely I suppose.
1) Is this a brand new router?
1a) If not, has it previously worked? When did it stop working?
2) Can you connect to the router itself, e.g.
http://www.192.168.1.1
3) Does this happen with just one website or all websites? E.g. can you go to www.bbc.co.uk?
