Assuming you already have some sort of photo-editing software:
Both faces will need to be at the same sort of angle to work well. Select one face, "cutting" as accurately as posssible. Cut it and "paste as new layer". Repeat for the other face. Drag the two faces into place - you will probably have to switch between the 3 layers of the picture to do this. You may get a better final result if you "feather" or blur the edges around the faces.
If you're not looking to make it too accurate, you could just use the circle/oval selection tool to cut the faces.

Convert a photo of yourself to a .bmp file - open the photo, save as photoname.bmp
Do the same with the photo you want to add your face to. (different file name natch.)
Use the tools on the topleft of your screen toolbar to circle your face, then right-click and copy & paste onto the other photo. You can size as required. Then use the merge option - a coloured square on the bottom of the tools - to make the head merge with the space around it
