If your computer was working OK before, then you should have a copy already, and you just need to install it. Most DVD drives come with suitable software bundled.
When you buy a computer it normally comes with a driver CD (or CDs) which has all you need to get the hardware working. If you later buy another device, that will also come with its own driver CD and any other software that the manufacturer decides to include with it.
Do you not have a collection of odd CDs somewhere that came with the computer?

If you're running a fairly new machine, Windows Media Player 10 (free d/l if your Windows components are legit) plays DVDs.
You can also d/l the free vlc player that handles various formats here: http://www.videolan.org/vlc/ if you don't have any suitable discs.
