what do you mean "memo" - do you mean email? if so there should be a deleted folder, just go there and restore.
There might not be any back-up available (irrespective of which app you're using). If so, you're stuck up a proverbial creek without a proverbial paddle.

IF you're using Samsung Notes though (which has replaced the Memo app in Samsung phones these days) AND you're using cloud back-ups, this MIGHT help:
https://eu.community.samsung.com/t5/mobile-apps-services/samsung-cloud-recover-discontinued-memo-app-data/td-p/1895531

However the term 'memo' might refer to a text document that you created in an office app, a voice memo created using Samsung Voice Recorder or many other things. Without knowing exactly which type of 'memo' it is that you're referring to, it's not easy for us to put forward possible solutions to your problem. (Sorry!)

No I mean Memo as in the 'Memo' app, where you create erm... memos
The instructions for Samsung Notes, above, might still work in your case. (As I indicated in that post, many/most users of Samsung phones won't have the 'Memo' app on their phones, as it was discontinued in favour of 'Notes' shortly after the S7 was released in 2016).

If not, see here for two possible solutions:

NB: That page is an AD! It wants you to download, and then pay for, the software referred to in 'Method 1'. (I'm most definitely NOT suggesting that you should do so!!!). However the information for 'Method 2' and 'Method 3' is perfectly valid and it's ONLY those two methods that I'm seeking to direct you towards here.

Thanks - I tried method 2, and restored all 'documents' ('131 files') but the memo wasn't restored. So I tried method 3: opened google drive, clicked on the 'bin' icon but it said 'nothing in the bin'.
Then I reckon that you're stuffed! (Sorry!)

Up until recently, the Android operating system has never had an equivalent to the 'recycling bin' that exists in Windows. Such a facility has now been added but only for 'Gallery' files. (i.e. photos and videos). So, in seeking a recycling bin for memos, you're looking for something that simply doesn't exist.
