how do i go about hostin a website from my home pc? assuming i have a broadband conection and can direct people to the correct i.p address if it gets changed i mean. what do i set up and how do i go about linin things up?

Install Windows 2000 server. If your a novice and dont need asp etc. try SimpleServer
or install Apache (the industry standard). You needn't install a new operating system, and you can rest assured it won't open your PC up to every hacker on the planet.
Both answers given so far give you server capabilities but don't deal with the problem of not having a fixed IP. You've 2 choices: buy a fixed IP from your ISP (if they offer this) or use one of the dynamic IP services. Some are free, some cost.
