Thunderbird E-Mail

Does anyone know how to get the Write Tool Bar to show at the top of the screen.  I have tried some of the help solutions on Thunderbird but nothing happens.  Thank you.

With my thunderbird, I choose (i.e. click on for example Hotmail) a mail account from a list on the left side of the screen. I then see a horizontal row of things to do at the upper part of the karge central pane, and second from left is write a new message".

I click it and then write my message, and make sure that the message is to be sent from the mail address I want to use. At the top of the write mesage window it says From, and then shows a mail account and a drop down option to change accounts.
