PDFescape has a good reputation for its free online service.  (Documents need to be less than 100 pages and with file sizes no bigger than 10 Mb):

An alternative approach is to convert the PDF to Word's DOCX format using a facility such as this one:
https://smallpdf.com/pdf-to-word

Once you've got the DOCX file, open it in Microsoft Word (or any other word processing application, such as OpenOffice Writer or LibreOffice Writer) to edit it.

To then save it back to a PDF format, go to File > Print (NOT Save!) and change the printer to 'Microsoft Print to PDF'.
