i am looking at tv's a lot at the moment as the deals are getting better.one tv(a sony) has a response rate of 16ms and another(a toshiba) has a response rate of 12 ms.

these both sound low and i assume the lower the number the better the picture but are these figure good or only average ?

Most people consider 12ms to be ideal but some monitors are going down to 8ms. Do some research as to whether or not such a low rate is beneficial or not (there could be problems).
What is 'ms' measuring?
I think it is the time taken to refresh the screen.

ms is MilliSeconds.

and the response time is of the pixels in the screen so how long it takes each pixel to change colour etc.

Basically i would say it depends on what your doing with it, if your going to "game" on it then i would suggest a 8ms min Req and HIGH DEF

for general tv use 12ms is ok

What ever you do don't get a plasma they suffer from horrible ghosting the best LCD tele's around are Samsung they make the most at the moment, look the best, are the most reliable and very cheap for a high def tele.

You can get a 32inch High Def LCD Samsung for 800

and a 26 for 600

Hope This Helps
