Is it not time to lower the age of criminal responsibility?

\\Mr Lamb said the boy asked the girl to stop while he urinated in the woods, but then removed the sword that he had secreted in his waistband.

He added: “He pushed her to the ground to start with before he crouched down and said ‘I’m sorry, I have to do this’.”

The court was told the boy restrained her, grabbing her by her neck, and stabbed her 10 times, causing cuts, a collapsed lung and a damaged liver.

The attack only stopped when she managed to kick him away.//

So why can't he be named^

That's nothing to do with the age of criminal responsibility.  In very rare cases a juvenile defendant can be named after the trial but the law is there to give them a chance in later life.  If they are named, then it is likely that on their release they will be given a new identity and new life, which is very expensive and ongoing.  

Did his parents not know their son had a sword? 

They can be named in exceptional but judges are constrained by the rules in the first instance. It's supposed to be an aid to assist rehabiliation & allow them a normal life in future. I think.

And therin lies the problem.  This child should never be released.

well the Southport murderer wasn't named initially but he got 52 years so he probably will never be free again.

Good.  As it should be.

I agree with your sentiment, murderers should never be released but they are, regardless of age at the time of the offence.  In this case he has not been found guilty yet so it would not be right to name him now.

Mary Bell was a child when she committed two murders.  She has lived a quiet, decent life since her release under a new identity (several new identities) and is a mother.   

Good for her, shame her victims didnt get the chance.

The Southport murderer was only named when he turned 18, which the law allows in respect of juvenile criminals

I agree, young.  What she did was horrendous.
