if i bid on something on ebay bu the reserve price hasnt been me will i still win the item, or do i have to bid over the reserve price 1st?

The reserve price has to be met or exceeded.
Also if you are the highest bidder but have not met the seller's reserve; you can contact the seller as sometimes they will sell to the highest bidder or lower the reserve price.
I'm wondering why a seller would place a reserve on an item and then be prepared to sell it for less!
If it was only a small difference, they may be prepared to accept the offer rather than chance relisting the item with more fees to pay, longer to wait and the chance that it might not reach the reserve again the second time, in short - that bid is evidently all they are going to get for their item.
