When is windows vista coming out and is it true it is going to have something called quickboot, (the OS is stored in the memory so no boot time)

There is no way you could store Vista in memory, given today's technology.
Having said that, do you mean a hibernate/sleep type function? If so, this is already available on both Windows and Macs (for a few years now), and does pretty much what you're saying.
When's it coming out? Probably Q1 2007 time. Though don't get too excited about it. There's no really great reason to upgrade from XP, or even an older OS like win2000. It has some more fancy graphics systems, that add things like transparency effects (they call this Glass), but they don't seem to be able to combine their efforts with some UI expert.
By the way, it'll also require more memory, processor speed and better hardware to take advantage of the new stuff you'd be buying it for, and may also come with some great new technology that's designed to stop piracy, but really invades your home and requires you to buy new hardware. Nice.
