Unable to Load Dynamic link library

I keep getting this error message, whenever my PC boots up. 'Unable to load the dynamic link library msnp32.dll some or all of associated program cannot be found MSN' is there any way to resolve this? Usually I just click ok and windows 98 loads normally, but it's so ANNOYING!!

en-us;q243431 Is network neighbourhood missing from your desktop? If so follow the instructions. Also, I've seen this error if you have done an iffy network card installation. If this is the case go back and install it properly.
