I note your previous post mentions "a new CD" later confirmed as a CD Writer". Early versions of Windows will detect a CD Writer as a CD Reader and install drivers accordingly. Naturely Windows will not be able to locate a CD Writer - nobody has told it there is one installed.To convince Windows that the item is indeed a CD Writer it is necessary to install the drivers for the CD Writer, these should have been supplied (probably on a CD) with the unit. If you do not have an installation CD you can probably download the drivers off the net but you must correctly identify the unit first.
