Does anybody know of a good website to download shareware art package software that is a cheap free version of say something like photoshop or illustrator? Legal only please. thanks in advance.

I'd go for the Gimp. It's available on that page of links posted by dogfish above.. It's a LOT like photoshop and is completely legal and good.
