I have wireless installed on my lap top. I am able to connect to an open WIFI and download my emails on outlook express but am unable to send or surf the net. When I click on repair for the connection it tells me that it cannot find ARP cache. How do I correct this problem so that I can use my computer when in areas that do not require a registration?

There are probably restrictions or limitations imposed by that service provider. If you're not paying for it there's not much you can do about it! If there's another network available, try that.
