How can I put one image on top of another image?

If I get 2 images up, which ever one I click on becomes the "background" not the second layer. I can CREATE new layers (blank) but don't know how to make another picture I already have INTO a layer. If that makes any sense!!!
To make a picture into a layer:
in the layers window,
right click 'background' and dupliate layer
then once this happens, you should have a background and layer 1 that are the same. then just paint the background layer white to remove the orinigal image from the background. the layer 1 should still be showing on top
