re-sizing an image

Can anyone suggest a way of reducing an image in size. I have an image which is about 600 pixels square, and I need to reduce it to 100 pixels square.
I've tried using "Paint", but, following the Help instructions (through image, attributes etc) actually crops the picture instead of reducing it in size - i.e I lose most of the picture.
Any ideas or suggestions?

Irfanview is also good, or go to http://www.microsoft.com/windowsxp/downloads/p owertoys/xppowertoys.mspx and d/l the image resizer (if you are on XP).
