Mobile phone contract where you can only spend upto a limit

hello, I was wondering if anybody can help me, I overheard a friend of my sisters talking about his mobile phone contract, what he said was that he pays a standard �20 a month and gets so many free calls and texts but once he goes over the �20 a month he has to topup credit using a topup card, does anybody know of these contacts or who offers them?

yeh, that is the sort of thing I was after but are T mobile the only operator that offers that sort of deal?
