Cancelling my internet

I have a problem with Talk Talk. I rang them to say I wanted to change the package i have with them from Talk 1 to Talk 3 with the broadband, they said ok but that the connection of broadband could take up to 2 months.
A few days later, NTL-who I have been with for the last year and rang to cancel my agreement, offered me a package, to which I accepted.
So...I rang Talk Talk and said that I wanted to cancel the broadband and revert to the Talk 1 option I was already onm for ages. They are telling me now that if I cancel theyt will charge me 70 quid!!!! I am like "what?"
1st of all there is no written agreement between Talk Talk and myself.
2ndly surely there must be a cooling off period allowed.
3rdly They havent even switched me over to the Talk 3 plan yet!
Surely this isnt right and I am entitled to cancel before they have connected me. Surely a cooling off period is allowed. What can i do?

Because you called them your entitlement to a cooling off period was lost. By agreeing to have their package that was the start of your`e contract whether youv`e signed anything or not. NTL will probably charge you if you leave them so one way or another your`e going to loose out in the long run
Oldwoman- NTL cant fine me because my 12 month mimimum contract already expired with them, so I am free to leave them providing I give them 30 days notice.
However I have been on Yahoo Answers today since nobody here could help me, and reports are conflicting. You say that Im not entitled to cancel, yet others there say I should argue with talk talk because they are trying to bully me. Also, I have read through the terms and conditions (which are available online but not read out to me bover the phone) and the first paragraph clearly states that
"If you have ordered any service from us either over the internet, by telephone, by mail order, or by any other distance selling method you may cancel the Contract pursuant to the Consumer Protection (Distance Selling) Regulations 2000 at any time up to 7 working days either after receiving these terms and conditions..."

Thanks old. I went with Talk Talk cos i thought they were a fair deal. I guess that the p*** poor customer service they offer makes up for the cheapness of it all. BT isnt the cheapest, thats why I didnt go with them. Seriously, does any company offer a good level of customer service?
