Image Formats

Can anyone give me, a novice, a breakdown on the different image file formats or point me at a soure of information? Having just bought Paint shop Pro 7 I am bewildered by the pros and cons of each. Differences in file size don't seem to equate to visible differences in image quality. When scanning in, is the resolution choice to do with size or quality? HELP! I need to store images in an economic size which will allow a reasonable print - occasionally up to A4 but also may need smaller files for sending by e-mail.
