Can a prsentation made in Office Powerpoint 2003 work in Powerpoint 98? Are they backwards compatible?

Maybe, but probably not. If they are at all, you'll maybe lose some information along the way.

PPoint 98 files should work in 2003 though.
Yes, it can.
just save your presentation as PowerPoint 97-2003 Presentations format *.ppt and it could be visible as for 97 so for 2007 PowerPoint.
