i need an mp3 editor to cut clips from mp3s

can anyone suggest an mp3 modifier

i need to encode mp3's into 128k/s and be able to cut clips out of the full songs...

anyone know of any free software that will do this?

I have only just started using it myself so I don't know alot about it yet but I have successfully and easily edited an mp3, so it will be worth a look.
