One other option is to use Virtual PC from Microsoft (which is free)

Basically you install Virtual PC on Windows XP.

As its name implies, this sets up a virtual environment of another PC which is running within Windows XP.

You then install Windows 98 within this Virtual PC so this Virtual PC runs as a program under Windows XP.

The Virtual Windows 98 PC appears as a window on your Windows XP desktop.

Bit hard to exaplain, but here is a picture of Windows 98 and Windows NT both running in Virtual PC under Windows XP.
