Other peoples' download rate

Would it not be possible to have a tab on a persons Email address which indicates whether or not their Email is broadband, or at least has speed enough to accept a download?
Almost everyone has bband nowadays but there are some who don't,

No, it's not possible, because anyone can use any email email address they want. If you want to send people stuff that requires a broadband connection to get the best out of it, consider uploading it somewhere first, and then emailing them a link to the file (for example, pictures with flickr).

Thanks fo3nix for reply - I know all about that but it is not an answer to my question,I am asking if it is or not possible.
Remember not all you want to send is available to public !
