In Internet Explorer 6, you can always open a link in a new window, simply by holding the Shift key down when you click on the link.
Firefox 2.0 automatically opens some links in a new tab. (To guarantee that a new tab is opened it's best to right-click on the link and make the appropriate selection).
Actually, irrespective of the browser you're using right-clicking on a link normally brings up an option to open a new window or new tab.
I'm sorry that this is a bit vague but, without knowing which browser you're using, it's difficult to give precise advice.
