Yes, it's because Vista is a pile of cr*p

To expand a little on Rojash's reply, it could be that Vista hasn't got good drivers for your graphics card. Is it an older PC at all? Or is it a new one that came with Vista installed?

I've also seen this on broken monitors before which was nothing to do with operating system.
