standard charge for PUK?

Dear all
My friend is having a problem with a mobile phone operator. She has served her 18 month contract, and has given them notice (at the end of month 17, i.e. one month before termination) that on expiry, she wishes to leave them, and has requested the PUK code, which I believe allows her to take her number with her to another service provider. They have told her she has to pay an admin charge of roughly �17.00 - does anyone know a) if they are entitled to do this or b) if there is an industry standard admin charge? I was sure that, as long as she'd finished her contract and not cancelled early, they were not allowed to charge her... or failing that, if they were allowed to charge anything, it must only be an industry regulated (fixed) fee. If anyone could help clarify this I'd be very grateful!
