If you clear your Media Library, then add all your files again, with the advanced option 'Add Volume Levelling for all files' ticked, WMP will level all of your tracks to the same volume range.

To do this, go to Media Library, delete all files (From Media library only, NOT from My Computer), then select Add, By Searching Computer, Advanced Options, Add Volume Levelling, choose the folder(s) with your music in, then search.

Hope this makes sense.
