Use Paint and go to image then stretch/scew it should resize the image plus sort the resolution too.

it really depends on the file type
You just go to Top menu go to Image then Image Size. In there you can change to DPI of the image. 72DPI is if you want to use it on internet. If its for print then around 300dpi should be good. It also depend on the original quality. If it was a 72dpi pic then if you make it more then it will print out crap.
