You don't have master/slave settings for SATA
the correct jumper setting is c/sel.(so why do they still have jumpers?)
Try looking in the BIOS it's possible that the ports have been disabled
Does the disc show up there?

if your other disc is 200Gb I doubt it's LBA48 problems.
Is the disc spinning when you switch on?
