pc photoshop; i want to upsize photos of 320 x 240pixels by 300% also to change brightness etc; Is it best to upsize first, then adjust levels then sharpen? or would you do levels etc first and then upsize and then sharpen or what?

it will make no difference whether you change the colour properties of the image if you're blowing it up since you're not adding any new detail: simply representing each pixel by nine new pixels. Sharpening will also have little or no effect other than to add artifacts. Why do you want to blow up such a low-resolution image anyway?
Interesting thing you might want to try if you are scaling by that amount. There is a programme called Warren View, it uses your 3D card to scale images and then filter them so they don't look as blocky and it is all realtime so you can see the effects straight away. It is pretty amazing when you see it. I seem to remember it was free as well... could be worth checking out.
