These are normally created as wave files (extension WAV)
You can find them by searching the web with Google for all sorts of phrases like "sound clips" or "WAV" or "WAV files" and so on
Here are some sites I found with a quick search
http://www.moviesoundclips.net/
http://www.wavcentral.com/
http://simplythebest.net/sounds/WAV/events_WAV /startup_wavs.html
http://www.webstuff4free.com/sounds.asp
Once you have found the sound clip you want you can download it to your PC.
You can double click on it to "play" it.
Once I have double checked how to do it I wiil give instructions on how to change your Windows sounds (this was briefly explained in the original answer)
Slight word of warning. Some of these sites that store WAV files may have "pop ups" so be aware of that. Make sure your anti virus and firewall are working.
I am not saying you will get major problems, but some of these site can be a little annoying.

Part 1 of 2
These are step by step instructions for downloading a particular sound clip, and making it your Windows start up sound. Works for Windows XP.
It is a Friends clip, but I am just using it as an example. It is also quite long but of course you can choose something shorter.
1) Go to web site below (you may get an advert you can skip over)
http://new.wavlist.com/tv/013/index.html
Here you will see 3 Friends clips (in the centre of screen)
2) The first is called frparty.wav
RIGHT click on the little diskette icon (first icon after frparty.wav)
From the menu select "Save Target As"
3) This will open a "Save As" window.
The file will be called "frparty.wav" and the default directory will be "My Documents"
4) Press "Save" to save the wav file. It will take a second or two.
Close the Download complete window.
5) Open "My Documents" and file should be there.
Double click on it to play it
Continued

Select the Start Windows entry
It will have a small loudspeaker next to it showing it has a sound linked to it.
