Signal not strong enough

I was ntl but moved in Feb at same time Virgin took over and stayed with them at new house. All new Virgin equipment installed. Same PC - not wireless. Last month computer really slow and finally message saying 'cannot find server' came up. Virgin man came out and said signal wasn't strong enough, adjusted modem up to strongest and apart from that he could rewire. What?? All new equipment in Feb, so rewire what? Have they botched installation or is this something that others have experienced?
